পেঁয়াজ ও চিনির দামে অস্থিরতা এখনো কাটেনি। সংকট না থাকলেও কিছু অসাধু ব্যবসায়ী কৃত্রিম সংকট সৃষ্টি করে অতিরিক্ত টাকা হাতিয়ে নিচ্ছে ভোক্তাদের কাছ থেকে। এক রাতে কেজিতে পেঁয়াজের দাম বেড়েছে ২৫ থেকে ৩০ টাকা পর্যন্ত। ভালোমানের ভারত থেকে আমদানি করা প্রতিকেজি পেঁয়াজ বিক্রি হচ্ছে ১২০ থেকে ১২৫ টাকা। নিম্নমানের ভারতীয় পেঁয়াজ বিক্রি হচ্ছে ১১০ থেকে ১১৫ টাকা। একইভাবে সরকার নির্ধারিত দামের চেয়ে দ্বিগুণ দামে বাজারে আলু বিক্রি হচ্ছে। আড়তদাররা সরকার নির্ধারিত দামকে পাত্তাই দিচ্ছেন না।
ক্রেতাদের অভিযোগ, সরকার কোনো পণ্যের দাম বাড়ালে ব্যবসায়ীয়রা মিনিটের মধ্যে কার্যকর করে। আর দাম কমালে দিনের পর দিনও কার্যকর করে না। সরকার নির্ধারিত দাম কাগজে-কলমেই সীমাবদ্ধ থাকে। নির্ধারিত দাম বাজারে কার্যকর হয়েছে কিনা, তা যাচাই-বাছাই করারও যেন কেউ নেই। সাধারণ মানুষ অসহায় অসাধু ব্যবসায়ীদের কাছে। ১৪ সেপ্টেম্বর পেঁয়াজ, আলু ও ডিম-এই তিন পণ্যের দাম নির্ধারণ করে প্রজ্ঞাপন জারি করে বাণিজ্য মন্ত্রণালয়।
প্রজ্ঞাপনে বলা হয়েছিল, কেজিপ্রতি দেশি পেঁয়াজের পাইকারি দাম হবে ৫৩ থেকে ৫৪ টাকা এবং খুচরা দাম হবে ৬৪ থেকে ৬৫ টাকা। প্রতিকেজি আলুর কোল্ডস্টোরেজ পর্যায়ে দাম হবে ২৬ থেকে ২৭ টাকা এবং খুচরা মূল্য হবে ৩৫ থেকে ৩৬ টাকা। এছাড়া প্রতি পিস ডিমের উৎপাদন পর্যায়ে দাম হবে সাড়ে ১০ টাকা এবং খুচরা দাম হবে ১২ টাকা। এখন ডিমের দাম কমে এসেছে। প্রতি ডজন ডিম বিক্রি হচ্ছে ১২০ টাকা দরে। যা প্রতি পিস ডিম ১০ টাকা।
সংশ্লিষ্টরা জানান, চাক্তাই-খাতুনগঞ্জে পেঁয়াজের কোনো সংকট নেই। সরবরাহ স্বাভাবিক রয়েছে। কিন্তু চাক্তাই-খাতুনগঞ্জের আমদানিকারক ও আড়তদারদের যৌথ কারসাজিতে বাড়ছে পেঁয়াজের দাম।
খাতুনগঞ্জের হামিদুল্লাহ মিয়া বাজার ব্যবসায়ী সমিতির সাধারণ সম্পাদক মোহাম্মদ ইদ্রিস বলেন, ‘এলসি খুলতে নানা জটিলতাসহ একাধিক কারণে পেঁয়াজের বাজার অস্থির। ফলে দেশে পেঁয়াজের দাম কমছে না। যদিও ভারতীয় মোকামগুলোতে প্রতিকেজি পেঁয়াজের দাম ৪০ থেকে ৪৫ রুপি। কিন্তু পেঁয়াজের আমদানি রেট প্রতিকেজি ৯০ টাকা।
শুক্রবার চাক্তাই-খাতুনগঞ্জ ঘুরে দেখা গেছে, প্রতিটি আড়ত পেঁয়াজে ঠাসা। থরে থরে সাজানো রয়েছে পেঁয়াজের বস্তা। ট্রাকে ট্রাকে আসছে পেঁয়াজ। আবার পাইকাররা মিনি ট্রাকে করে বিভিন্ন জায়গায় নিয়ে যাচ্ছে পেঁয়াজের বস্তা। অনেক আড়তে জায়গা সংকুলান না হওয়ায় আড়তের বাইরেও পেঁয়াজের বস্তা স্তূপ করে রাখা হয়েছে। আড়তের শ্রমিকরা কর্মব্যস্ত সময় পার করছেন।
একইভাবে চিনির বাজারও সিন্ডিকেটের কব্জায়। বাজার নিয়ন্ত্রণে রাখতে চলতি মাসের শুরুতে চিনির আমদানির শুল্ক অর্ধেকে কমিয়ে আনে সরকার। পাইকারি ও খুচরায় শুল্ক কমানোর পর দাম কমার পরিবর্তে উলটো বাড়তে থাকে। গত দুই দিনের ব্যবধানে পাইকারিতে প্রতিমনে (৩৭.২৩৭ কেজি) চিনির দাম ১০০ টাকা কমলেও খুচরা বাজারে বাড়ছে। সরকার শুল্ক কমালেও ডলারের মূল্যবৃদ্ধির কারণে বাজারে প্রভাব পড়ছে না।
তবে ভোক্তারা বলছেন, চিনির বাজারে প্রশাসনের কোনো ধরনের তদারকি নেই। যার ফলে ব্যবসায়ীরা কিছুদিন পরপর ইচ্ছামতো দাম বাড়ান। খাতুনগঞ্জে পাইকারিতে প্রতিমন চিনি বিক্রি হচ্ছে ৪ হাজার ৯৫০ টাকা। গত দুই দিন আগে বিক্রি হচ্ছে ৫ হাজার ৫০ টাকায়। খুচরা বাজারে আগের মতোই উচ্চমূল্যে বিক্রি হচ্ছে চিনি। নগরীর বিভিন্ন মুদির দোকানে প্রতিকেজি চিনি বিক্রি হচ্ছে হচ্ছে ১৫০ টাকায়। এক সপ্তাহ আগে বিক্রি হয়েছে ১৪০ টাকায়।
খাতুনগঞ্জের চিনির আড়তদার আবু শাহাদাত যুগান্তরকে বলেন, আমরা কমিশনে চিনি বিক্রি করি। আমদারিকারকরা আমাদের দাম নির্ধারণ করে দেন। ওই দামে আমাদের বিক্রি করতে হয়। দাম নিয়ন্ত্রণে আমার কোনো ক্ষমতা নেই। কঠোর মনিটরিং করলে চিনির দাম নিয়ন্ত্রণে চলে আসবে।
